The Parking Services Division strives to provide safe, equal parking opportunities through the enforcement of various parking ordinances. Parking Officers also provide assistance to the general public by answering citizen or visitor questions while on patrol.
What Happens After You Receive A Parking Citation
A First Notice of Outstanding Parking Citation is sent to the registered owner’s address explaining that a ticket has been issued. The notice includes a description of the violation, the license plate number and the amount due.
If the citation is paid within 21 calendar days from the issue date of the ticket, no more action is required. The citation does not affect vehicle insurance as it is not a moving violation.
If the citation is not paid, and the registered owner of the vehicle does not contest the citation, a Second Notice is sent, the citation becomes delinquent and a $10.00 late fee is added onto the fine for administrative costs. If the citation is not paid within 14 calendar days, a Third Notice is sent and an additional $10.00 late fee will be added to the total penalty.
How To Pay For Parking Citations
All citations must be paid within 21 calendar days from the issue date on the citation or late penalties will be assessed.
Payments are accepted from 8:30 am to 4:45 pm Monday to Friday at the Parking Services office located at the Chapel Hill Police Department, 828 Martin Luther King, Jr. Blvd., or by phone at (919) 968-2760. Payments may be deposited in the Town’s drop-box locations at Chapel Hill Town Hall, 405 Martin Luther King Jr. Blvd., or the Police Department, 828 Martin Luther King, Jr. Blvd. Payments may also be made online at any time.

Helpful Tips to Remember!
Have coins or other payment option available to pay the meter.
Make your payment at the meter immediately after you park and exit your vehicle.
Meters accept nickels, dimes, quarters, Visa, MasterCard or AMEX. Parking rates are posted on each meter. You may park at a meter for up to the maximum time which varies in each designated area.
Upon parking, familiarize yourself with posted signage regarding parking restrictions/limitations. Street signage governing parking rules on a block (bus zones) may appear anywhere on the block, and familiarizing yourself with signage requires looking up and down the entire block on the side where you’re parked, particularly if you don’t see any signs where you are parked. The Town is required to post signs along a block so that citizens are informed about parking rules/restrictions. The Town makes every effort to frequently check for signs that have been removed or have become damaged. If you park on a block and feel that signage may be missing or inadequate or if you have noticed a road sign that is damaged, contact the Town’s Public Works Division at (919) 969-5100 (8:30 a.m. – 5:00 p.m.).
If you wish to contest a parking citation, you may do so in one of two ways. You may appeal online by clicking here and using your ticket information to log in. You may also appeal in writing by filling out an Appeals Form or writing a letter that contains the following information. All appeals must be received within 21 calendar days of the citation issue date in order to avoid late fees.
- Name, Address, City, State, Zip Code, Daytime Phone number
- The Citation Number
- The Date of the Citation
- Location of the Citation
- The Violation Code
- Vehicle License Number
- For meter-related citations: Meter number located on the meter housing or space number for Pay-by-Space multi-space meters
- The reason for contesting the citation, including any supporting documentation such as pictures or drawings.
What Happens Next?
Once your appeal is received, the “penalty clock” stops until the citation is reviewed. There are no additional penalties assessed during this time.
The citation will be reviewed by the Town Appeals Officer. An investigation of the citation may be made. This may include an on-site verification of possibly defective meters by the Parking Meter Repair Shop, etc.
If the citation is found to be invalid, you will be notified by mail and no further action is required.
If the citation is found to be valid, you must pay the penalty amount due within 10 days of the date of the appeals decision. After 10 days, the “penalty clock” resumes and late fees will be assessed.
